Compendium of School Discipline Laws and Regulations for the 50 States, Washington D.C. and Puerto Rico

This compendium is designed to help stakeholders better understand the policy environment surrounding current school discipline practices in our country.  It provides information on school discipline laws and administrative regulations for the United States, including the 50 States, Washington D.C. and Puerto Rico. Specifically, complete discipline related statutes, complete discipline related regulations, and (if available) discipline related state sponsored websites or resources are provided. Information is available in two formats:

  • School discipline laws and regulations compiled by state
  • School discipline laws and regulations compiled by type

State statutes and regulations are current as of May 2013.  Source information for each state may be used to conduct further research or search for updates to policies and regulations.

Selecting one takes you to either the By State page (with the map) or the Across States page (with the list of categories) below. See footnotes below for further explanation.

Sources: Statutes posted on individual state government websites were the primary source of information. LexisNexis, a search engine that specializes in legal research (http://www.lexisnexis.com/en-us/about-us/about-us.page), was also utilized. Administrative policies were identified both through LexisNexis searches and scans of state Department of Education (DOE) websites. Additional resources for each state were identified through state DOE website searches, as well as general internet searches using keywords such as “model school discipline policy” or “school discipline manuals.”

Disclaimer: Information was compiled from individual state sources that are maintained in different ways, that are updated with varying frequency, and which use different formats for publishing their policies. Information provided represents the content of statute and regulation, and readers should note that many states address different facets of school disciplinary outside of the legislative and regulatory environment through provision of training, resources, etc.
